On 14-15 June 2018 at ISPRA – Via Vitaliano Brancati 48, Rome, was held the training course on the Environmental Impact Assessment (EIA), addressed to the operators of the National Environmental Protection System (SNPA).
The course, aimed at providing the basis on operational, procedural and technical knowledge for a correct management of Environmental Impact Assessment procedures, has developed with particular attention to the duties introduced by the Legislative Decree 104/2017 that radically changed the the reference regulatory framework, the subjects involved in the EIA procedures, the technical and administrative documentation necessary for the procedures and timing.
In this framework the activities of the Life SEPOSSO project were presented, and in particular the analysis of the case study of Civitavecchia. In details, Life SEPOSSO analysed the EIA procedure for the extension of the Port of Civitavecchia and of the Darsena Grandi Masse carried out by the Port Authority of the Northern Tyrrhenian Sea and by the ENEL power plant of Torrevaldaliga Nord. The impact on Posidonia oceanica prairies in the area of the Mattonara, designated as Special Conservation Zone (SAC, IT6000005 – “Fondali tra punta S. Agostino e Punta della Mattonara”) led to the prescription of Posidonia transplant, indicated as a compensatory measure within the EIA Decree. The transplantation was realized between 2004 and 2005 in another ZSC area (IT6000007 – “Fondali antistanti S. Marinella”) located between the municipality of S. Marinella and the village of S. Severa, and in a subsequent transplant in a neighboring area.
Among the numerous adhesions, in addition to ISPRA-SNPA staff, representative authorities from the Ministry of the Environment (Ing. Antonio Venditti) participated to the two working days. Life SEPOSSO working activity is underlying to reach a clear definition of the EIA procedures and good practices to be included and shared with the “Posidonia Transplantation Web Platform “(PTWP).
