{"id":7432,"date":"2018-03-22T18:31:35","date_gmt":"2018-03-22T18:31:35","guid":{"rendered":"http:\/\/lifeseposso.eu\/?page_id=7432"},"modified":"2023-01-20T19:39:13","modified_gmt":"2023-01-20T19:39:13","slug":"aumentiamo-lefficienza-della-pianificazione-e-del-controllo-_copy","status":"publish","type":"page","link":"https:\/\/lifeseposso.eu\/en\/?page_id=7432","title":{"rendered":"Action B.3: Developing electronic systems to support transplant Governance"},"content":{"rendered":"<p>In the context of action B.3, &#8220;Electronic systems to support transplanting governance&#8221;, whose aim is to develop and implement easy-to-use electronic systems to support the <em>governance<\/em> of transplants, stimulating the flow of data and information to the various interested parties, the <strong><em>Posidonia Transplanting Web Platform<\/em> (PTWP)<\/strong> was created.<\/p>\n<p>The platform was created in an <em>All-in-One<\/em> technological environment for the design, configuration and use of digital application services (web and mobile) aimed at the digital transformation of collaborative environmental impact assessment processes of works that concern the meadows of <em>Posidonia oceanica.<\/em><\/p>\n<p>The PTWP was created by exploiting the tools and potential of the <strong>eLegere<\/strong> technology to support and increase the efficiency in the management of the operational flows of the entire environmental assessment process, from the definition of the environmental conditions, to the verification of the related compliance. The PTWP allows the centralization of data, environmental and procedural documents. It guarantees quality, reliability and security in the governance of data and processes, which involve the various stakeholders (Competent Authority, CTVA, Bodies involved, Supervisory Bodies, Proponents, citizens) in the EIA procedures and the management and monitoring of <em>Posidonia oceanica <\/em>transplants.<\/p>\n<div style=\"width: 858px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/lifeseposso.eu\/wp-content\/uploads\/processosemplificato_OTTEMPERANZE.png\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image -11458 size-large\" style=\"border: solid 1px #000000;\" src=\"https:\/\/lifeseposso.eu\/wp-content\/uploads\/processosemplificato_OTTEMPERANZE-1024x338.png\" alt=\"EIA process flow chart based on current legislation: the interactions between the actors directly involved in the processes are schematized decision-making in a model that traces the main moments of the process that leads to the transplantation of Posidonia oceanica as a compensation measure\" width=\"848\" height=\"280\"><\/a><p class=\"wp-caption-text\">Flow diagram of the EIA process based to current Italian legislation: the interactions between the actors directly involved in the decision-making processes are schematized in a model that traces the main moments of the process that leads to the realization of <em>Posidonia oceanica<\/em> transplants as a compensation measure. The scheme is the basis of the rules on which the PTWP was set.<\/p><\/div>\n<p>Through advanced visualization tools shared in the PTWP, the different <em>stakeholders<\/em> can control in an integrated way the <strong>procedural flows<\/strong>, the <strong>documentation<\/strong>, the <strong>data environmental factors<\/strong>, as well as the main <strong>monitoring parameters and metrics<\/strong> of <em>P. oceanica<\/em> carried out as compensation measures.<\/p>\n<div id=\"attachment_11462\" style=\"width: 858px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/lifeseposso.eu\/wp-content\/uploads\/PWP_pannello_screenshot.png\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-11462\" class=\"wp-image -11462 size-large\" src=\"https:\/\/lifeseposso.eu\/wp-content\/uploads\/PWP_pannello_screenshot-1024x554.png\" alt=\"\" width=\"848\" height=\"459\"><\/a><p id=\"caption-attachment-11462\" class=\"wp-caption-text\">Graphic panel summary of case studies in PTWP: the case studies of EIAs with potential impact on <em> P. oceanica<\/em> meadows or which have led to the realization of transplants as a compensatory measure are graphically and synthetically represented.<\/p><\/div>\n<p>The <strong>Proposers<\/strong> of projects and works can <strong>consult and use environmental data<\/strong> for Impact Studies Environmental, enter the detailed information of your works\/projects for EIA applications, track the progress of environmental conditions compliance applications, such as the realization of <em>P. oceanica<\/em> transplants and related monitoring.<\/p>\n<p>Furthermore, the Proponents can <strong>in turn provide environmental data<\/strong> and contribute to their collection and centralization in the PTWP, cataloguing them according to the INSPIRE Directive.<\/p>\n<p>The environmental data collected in the PTWP therefore become <strong>usable and reusable<\/strong> for research, evaluation and verification activities by other actors, and usable in the study and planning phase for other Proposers.<\/p>\n<div id=\"attachment_11460\" style=\"width: 858px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/lifeseposso.eu\/wp-content\/uploads\/PWP_geoview-filtri_screenshot.png\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-11460\" class=\"wp -image-11460 size-large\" src=\"https:\/\/lifeseposso.eu\/wp-content\/uploads\/PWP_geoview-filtri_screenshot-1024x557.png\" alt=\"\" width=\"848\" height=\"461\"><\/a><p id=\"caption-attachment-11460\" class=\"wp-caption-text\"><!-- a--> Information filtering panel and geographical data display in the PTWP<\/p><\/div>\n<p>The platform as a collaborative tool allows <strong>Competent Authorities<\/strong> to track and manage the entire administrative flow of the EIA process. The <strong>Environmental Assessment Technical Committee<\/strong> can use a work environment shared with the <strong>Bodies involved<\/strong>, for the management of the documentation on environmental assessments which envisage the transplants of <em>Posidonia oceanica<\/em> as a compensation measure, the drafting of the prescriptive frameworks and the verification compliance with the control of schedules.<\/p>\n<div id=\"attachment_11459\" style=\"width: 858px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/lifeseposso.eu\/wp-content\/uploads\/PWP_details_screenshot.png\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-11459\" class=\"wp-image -11459 size-large\" src=\"https:\/\/lifeseposso.eu\/wp-content\/uploads\/PWP_details_screenshot-1024x554.png\" alt=\"\" width=\"848\" height=\"459\"><\/a><p id=\"caption-attachment-11459\" class=\"wp-caption-text\">data management, information flow and VIA documentation in the PTWP<\/p><\/div>\n<p>The <strong>Technical Operators and Scientific Experts<\/strong> involved by the Proponent for the realization of the transplant can plan, track and monitor the transplants of <em> Posidonia<\/em> managing specific transplant information and technical documentation. For the purposes of monitoring the transplantation of <em>Posidonia<\/em>, they <strong>manage the sampling plan and the data collection of the relative monitoring<\/strong>, based on the transplantation techniques adopted. They manage the data flow of the individual monitoring campaigns, also collecting sampling data in the field thanks to integrated tools on the mobile side.<\/p>\n<p><strong>All stakeholders<\/strong>, directly and indirectly involved in projects and works with possible impacts on <em>Posidonia oceanica<\/em>, they can access the PTWP and follow the transplant governance in real time.
