Increasing the efficiency of planning and control

Until today, the results obtained in the field of seagrass transplants have been sometimes negative and can still be considered uncertain, especially if evaluated on long-term time. The successful outcome of a transplant is due to multiple factors such as: proper planning of activities , transplantation methods and their control.

When, as part of the EIA, transplantation is implemented as a compensation measure for a Posidonia oceanica meadow, its compensatory function against the lost habitat, is even more difficult to guarantee the ecological value. In these cases, the success of a transplant can be compromised by a Governance that is affected by the variability of national and regional regulations, the various stakeholders involved and the lack of the same tool for the planning, management and control by the different actors involved.

Therefore, to ensure the efficacy of a P. oceanica transplant, it is necessary to increase the efficiency of the activities planning, the operative modalities, the monitoring and the control of the interventions. Specific innovative electronic tools will contribute to achieve this goal, contributing, furthermore, to a better implementation of the Environmental Impact Assessment Directives (EIA 2014/52/EU) and Maritime Space Planning (MSP 2014/89/EU).

In the management of P. oceanica transplantation is fundamental to achieve an adequate planning on the operative modalities and effective methods of monitoring performance  and control of interventions. The project will provide tools to plan and monitor the transplantation activities of the P. oceanica seagrasses in an integrated perspective, for a sustainable management of environmental resources, in order to protect marine and coastal natural resources.

Action B.3: Developing electronic systems to support the Governance

The aim of this action is to develop an user-friendly electronic systems to support the governance of Posidonia oceanica transplantation, stimulating the data-exchange between the different stakeholders. At the same time, the wide public accessibility to systems will be a useful tool to promote knowledge and awareness on topic. The develop of a web-mobile platform, Posidonia Transplanting Web Platform (PTWP), and the implementation of indexes for a  preliminary selection of sites suitable for transplantation, allows the analysis, integration and sharing of information on transplantation activities and provides support for authorization and control processes within the EIA. This tool is addressed  to all the actors involved, public and private, politicians, controllers, technicians and will allow a better transparency of the decision process for the citizens.
